You buy a Deutschlandticket, then find out the Loschwitz funicular is not included, or that a local monthly ticket would have let friends ride free on weekends. Dresden's city fares and the national ticket overlap awkwardly, and the wrong default costs money or a fine.

Dresden and the Elbe Valley sit in one regional transport association: Verkehrsverbund Oberelbe, usually shortened to VVO. That is the body that sets fares and zones for trams, buses, and S-Bahn here. Dresdner Verkehrsbetriebe (DVB) runs most of the city's trams and buses.
